The Ohio Deans Compact on Exceptional Children is calling for applications to implement sustainable improvements in Ohio’s personnel preparation system for teachers and administrators, and contribute to the effectiveness of a professional learning system able to support the individual and collective capacity building of educators for meeting the instructional needs of all students, including those identified as students with a disability; students who are racially, culturally, and ethnically minoritized; students who are multi-lingual learners, and other traditionally marginalized groups of learners.

All Ohio four-year institutions of higher education (IHEs) with accredited teacher and/or administrator preparation programs are eligible to apply.

Funding for this round of incentive grants will support two priorities: (1) the development and implementation of blended/inclusive teacher preparation programs leading to dual licensure in general and special education; and (2) demonstration models to recruit, support, retain, & sustain BIPOC educators through IHE-district partnerships.

Priority 1: Development and Implementation of Blended/Inclusive Teacher Preparation Programs Leading to Dual Licensure
The priority provides for two focus areas: (A) revision and (B) development

Priority 2: Demonstration Models to Recruit, Support, Retain, & Sustain Educators from Racially, Culturally, and Ethnically Minoritized Groups through IHE-District Partnerships
The priority provides for two focus areas: (A) developmental and (B) expansion/extension

Proposals submitted in response to the new RFA will be due on June 2, 2023 with notification to successful applicants on or before June 30, 2023. We anticipate that funded projects would begin on/around July 1, 2023.

In order to be eligible to apply under this competition, IHEs must attend a virtual bidders’ conference, which will be held on May 2 at 12:00 pm. Note that while interested IHEs must send a representative to the bidders’ conference, that representative does not have to be the prospective principal/co-principal investigator.


The virtual meeting took place May 2, 2023.


Proposals will be accepted beginning at noon on June 8 through this website and will be considered using a two-phase panel review process.
